A vivid example of that would be some of the "parks" along the US southern border, which the states are saying they should have control over, and the feds are saying THEY deserve to have control. In the end, they just fight it out, while each side attempts to use those areas for their own purposes.
In other words: The erosion of private property, and the rules being made by others.
I have a proposal that should be used instead. The United Nations surrenders all rights to their own buildings and property. Then the people of the host nation get to remove the miscreants from the buildings, and chain them to the curbs where they would otherwise park their limousines. And then we witness how those otherwise useless functionaries get to hang out in parking lots without being able to commit harm against others.
THAT is the highest and best use for them. And if any disputes occur, they should be settled in full view of the public.
I venture a guess that "2030" really means "as soon as we can possibly do it, like right now."
Granted, they often plan way ahead. But the use of a future date, 2030, will serve the purpose of keeping the folks quiet. Most people won't act until the crisis arrives.
